Summary

Adds description of community library evaluation/acceptance criteria and a little bit of helper text about countries per feedback from Laura

I used claude for the test and string reference cleanup. I reviewed the code and did a lot of manual QA (as I came back from the brink with too much refactoring)

'good fit' sounds too colloquial... This subheading should be simpler and more straightforward:
